Jermaine Gibson

Director of Apprenticeships and Workforce Development

Jamaine Gibson started his transit career as a VTA bus operatorand ATU Local 265 memberin 2011, after working for 10 years as a United Autoworkers (UAW) safety representative at the New United Motor Manufacturing, Inc. (NUMMI)Under hisguidance, Local 265’s Joint Workforce Investment (JWI) labor/management partnership, in conjunction with the Santa Clara Valley Transportation Authority (VTA), set the national standard for workforce development and apprenticeships in the transit industry. Mr. Gibson was both a mentee and mentor in the JWI New Operator/Mentor apprenticeship program before being promoted to JWI Apprenticeship Director. He was a founding member of California Transit Works! (CTW) before taking his current position with the ATU International. As Director, Mr. Gibson leads a multi-state effort to educate and support ATU locals and their transit agencies in the high road training partnership (HRTP) strategy of labor-management partnerships. He is a frequent advisor and speaker on apprenticeships and workforce development at APTA, CTAA,ITLC, and other industry associations.

Mr. Gibson currently serves on the Department of Labor Advisory Committee on Apprenticeship on behalf of International President Costa; the CTW Innovative Clean Technology 2040 (ICT 2040) workgroup (in preparation for California’s mandated transition to zero emission buses by the year 2040), and Transit Cooperative Research Program F-28 Practitioner’s Guide forBus Operator Workforce Manage
